You paid for a supplier audit, and the factory passed with flying colors. Three months later the containers arrive and a quarter of the parts are scrap. If that story sounds familiar, you already know why most supplier audits in China are theater: they verify paper, not production.

The certificate paradox: why ISO 9001 proves less than you think
Here is the uncomfortable data point: China is the world champion of quality certificates, and that is precisely why certificates are weak evidence. The desk audit: verify the entity before you book anything
The first question is not “can they make my part” — it is “is this a factory at all, and is it the factory that will make my part?” Start with the business license. Check that the registered address matches the site you plan to visit, that the registered capital is consistent with the claimed scale, and that the legal representative’s name matches the person signing your contract. In China this matters more than in most markets because the gap between “trading company with a rented workshop” and “actual manufacturer” is a business model, not an accident.
Then run the numbers. Take the claimed capacity and reverse-engineer it: if the factory says 28 injection molding machines running 24 hours a day and your part has a 90-second cycle time, the math tells you how many parts they can actually make. A 40 percent gap between the machine-count story and the delivery promise is not a rounding error — either the machines do not exist or someone else is making your parts. Add the low-cost checks: satellite imagery of the address, reverse-image search on the factory photos, and corporate-registry or customs databases where they exist. And cross-check the headcount against social-insurance records; a claim of 380 employees against records implying 230 is your first audit finding, found without leaving your desk.
The Chinese-language document package
Send a document request list, translated into Chinese, at least two weeks before the visit. The list should be specific enough that it cannot be answered with vague slides: an organization chart with headcounts by department, a machine list with models and purchase years, calibration records for the equipment that makes your part, inspection records for the last three shipments of a similar product, the social insurance payment slips, a floor plan, and the customer complaint log. Two things happen when you do this. First, documents at this level of specificity are hard to fake at volume — a plant without a complaint log is a plant with something to hide. Second, the response itself is a signal. A plant that sends complete, dated, signed documents within a week is a plant with working systems. A realistic annual audit budget for a serious import program is 0.3 to 0.8 percent of the annual contract value of the goods being sourced. For a $1.2 million contract, that is $3,600 to $9,600 a year — which buys you a full on-site audit and a follow-up. Compare that with the theater tax from the previous section, and the return on investment is not close. On timing, the golden rule is this: never let the factory choose the audit date alone. This is where NeckarTrim’s second attempt began. The license checked out. Then the numbers did not. The On-Site Supplier Audit Playbook: 12 Hours in a Chinese Factory
A scheduled audit in China gives you a day, sometimes two. Twelve hours is enough to separate a real factory from a performance — if you spend the hours the way this playbook lays out. The structure matters more than the checklist items, because the factory has prepared for the predictable version of your visit, and the structure is what makes the unpredictable parts happen anyway.
Hours 0-3: arrival, the meeting, and the document test
Skip the elaborate opening meeting. Fifteen minutes, agenda: who is in the room, what you are auditing, what you need to see, and the rule that you will be visiting the floor unaccompanied by more than one host. The length of the opening presentation a factory insists on is inversely proportional to the quality of its records — factories with strong systems want to show you data; factories with weak systems want to fill the clock with slides.
Then run the document test. Sit down with your pre-audit document package and ask for specific records, not categories. “Show me the incoming inspection records for March 3.” “Where is the calibration certificate for machine 7, and when was it last calibrated?” “Pull the rework log for the last 30 days.” Watch how long it takes people to find things. In a well-run plant the records appear in minutes, signed and dated. In a staged plant, you get a shuffle, a look, and “the person responsible is at lunch.” Time to first record is one of the cheapest and most reliable signals in Chinese manufacturing: a real factory can lay hands on its own paperwork; a rented performance cannot.
Hours 3-8: the floor walk that matters
Now the walk. Do not follow the host’s route. Stand in the middle of the shop floor, look around, and pick your own path — toward the oldest machine, the corner with the stacked boxes, the place where the lights are off. Count the machines yourself and write the number down before anyone tells you the official count. Check the three things that cannot be staged: spindle-hour counters on CNC machines, calibration stickers on gauges against the calibration log, and the condition of the tooling. A machine that runs your part has wear, and wear shows in the tooling, the swarf, and the operator’s hands.
Follow one part through the whole process, from raw material to the shipping dock. Ask where the material for your part is stored, how it is identified, and what happens to a part that fails. The rework bin is the most honest object in any factory: it tells you the real defect rate, the real failure modes, and whether anyone is tracking them. If the factory says their defect rate is 0.3 percent and the rework bin is overflowing, you have a finding without needing any other evidence.
Then check the things that have nothing to do with quality systems and everything to do with truth: the shipping dock (are there trucks loading right now, and whose names are on them?), the packing area (is packaging done by the factory or by a neighbor?), the bathrooms and the dormitory if there is one (social compliance tells you about workforce stability), and the office walls (are there customer plaques from companies that are not their customers?). Hours 8-12: sampling, the closing meeting, and the night visit
In the last hours, do three things. First, pull samples yourself — thirty parts from different machines, different shifts if possible, and different days of production if records allow. Seal them in front of the factory and have them measured or tested independently. A Cpk below 1.33 on critical dimensions is a failed process, no matter how good the slides were. Second, hold the closing meeting with a written finding list, read it out loud, and get the factory’s response in writing on the spot — what they agree with, what they dispute, and what they will do about each item. NeckarTrim ran this exact playbook in March 2025. The scheduled day produced a steady stream of findings: the claimed 28 injection molding machines turned out to be 12 in the main hall, with six more in a side building; three of the eight CNC machining centers had spindle-hour counters that had been reset or showed data inconsistent with the claimed two-shift operation; the “leather workshop” that was supposed to employ 40 wrappers had nine people in it. Use three bands. Above 80: approved, with minor items on a watch list. 60-79: conditionally approved — the contract is signed, but release of the first production batch depends on closing the listed findings, verified by a follow-up audit. Below 60: not approved — no order, and a decision between a corrective-action track and a clean exit. The exact numbers matter less than the rule that nobody gets to be “sort of approved.”
Read the score, not the number
Two traps destroy scorecards. The first is aggregation: a plant can score 82 overall while scoring 22 on subcontractor control, because the quality system category is strong on paper. Always read the category pattern before the total. A high total with a deep hole in one category is a finding about where the risk actually lives, not a pass. The second trap is score inflation on the day. Factories that host audits weekly develop a skill for it: the calibrated gauges appear on the bench, the rework bin gets emptied into the scrap compactor, the complaint log gets a fresh binder. Your defense is the evidence rule — a score entry requires the document or the photograph, dated, on the day. If the rework bin was empty but the scrap compactor was full and warm, that is an observation, and observations count against the score.
The 90-day corrective action loop
A failed or conditional audit should trigger a fixed loop: containment, root cause, corrective action, verification, re-audit. Containment happens within two weeks — the factory quarantines suspect stock and stops shipping the affected process. Root cause analysis happens with you in the room or on a call, using 5-why or fishbone, and the output has to name a process change, not a person (“operator retrained” is not a corrective action). Three of eight CNC centers had spindle counters that did not match the production claims. The leather-wrapping workshop had nine workers against a claimed forty.
